The American Rescue Plan is the most significant expansion in Obamacare since the ACA passed in 2010. The law eliminates the subsidy cliff and limits premium costs to 8.5% of household income for individual health insurance on any number of dependents. Households not offered group health insurance earning under 400% of the FPL have higher subsidies and zero premiums for residents receiving an unemployment check-in 2021.
